The UAE's plan for the day after the war on Gaza

1. The Palestinian Authority must undergo reforms and demonstrate transparency and accountability in order to restore credibility and trust among the Palestinian people and international partners. It will also be recognized as the sole legitimate administrative body in Gaza. This process will include the appointment of a new prime minister and the establishment of a Gaza committee by presidential decree.
2. Appointing a new prime minister, such as Salam Fayyad, to oversee both the West Bank and Gaza, establishing and overseeing the Gaza Committee, the new government will lead rehabilitation reforms and the Palestinian Authority in Gaza.
3. Reform of the Palestinian Authority to begin rebuilding Gaza, with financial support from Saudi Arabia, the United Arab Emirates, and other international donors, focusing on infrastructure, basic services, and restoring the Palestinian Authority's presence in Gaza.
4. For the Israeli government to be able to make concessions, the plan is conditional on progress toward a two-state solution.
5. Deployment of a temporary international mission, based on an official request from the Palestinian Authority, and deployment of a temporary international mission to replace the Israeli military presence in Gaza.
6. The force may include personnel from Arab States, including military contractors.
7. There is no direct Palestinian role in security at the outset.
8. Comprising the United Arab Emirates, the United States, and other regional actors.
9. The Steering Committee will oversee implementation of the plan, ensure progress, and coordinate international funding.
10. This body will monitor Palestinian Authority reforms, reconstruction efforts, and security developments.
11. A committee consisting of Palestinians who are vetted by Israeli security.
12. The committee will be responsible for the day-to-day administration of Gaza, the rehabilitation of the economy, social services, and state institutions, and the gradual establishment of the Palestinian Authority's presence in Gaza.
13. Employees and individuals will include former civil servants of the Palestinian Authority, as well as former civil servants working under the movement, provided that they are vetted by members of the Steering Committee and Israel.
14. Israeli security concerns will be managed without the need for renegotiation.
